
董事長在2020年度表彰大會上的講話(節 選)
鄭衛(wei)民,中(zhong)共黨(dang)員(yuan),現任(ren)銅(tong)事(shi)業(ye)(ye)部副部長。2020年(nian)他參加了銅(tong)事(shi)業(ye)(ye)部熔煉爐(lu)加裝鍋(guo)爐(lu)技改和(he)熔煉爐(lu)加裝純氧(yang)燃燒器提(ti)(ti)產技改工作(zuo),以(yi)及地表水處理擴建工作(zuo)。在日常工作(zuo)中(zhong),他結(jie)合(he)銅(tong)事(shi)業(ye)(ye)部實際(ji)情(qing)況,以(yi)風險分級管控(kong)(kong)和(he)隱(yin)(yin)患排查治(zhi)(zhi)理雙預防體(ti)系(xi)建設為依托,以(yi)提(ti)(ti)高事(shi)業(ye)(ye)部、車間、班長三級管理人(ren)員(yuan)服(fu)務意識和(he)管理技能為基礎,采用崗位崗檢(jian)、主任(ren)日檢(jian)、事(shi)業(ye)(ye)部周(zhou)檢(jian)三級管控(kong)(kong)方式,強化(hua)風險管控(kong)(kong),有效治(zhi)(zhi)理隱(yin)(yin)患,使得銅(tong)事(shi)業(ye)(ye)部的(de)安全形勢基本扭轉,環保(bao)現場整潔(jie)度有較(jiao)大(da)的(de)提(ti)(ti)高,設備故(gu)障率進(jin)一步(bu)降(jiang)低(di),管理人(ren)員(yuan)的(de)綜(zong)合(he)素質有較(jiao)大(da)的(de)提(ti)(ti)升。

2020年(nian),是極不平凡(fan)的一年(nian)。今天受到(dao)表彰的先進單位和個人,在集團公司樹立了(le)標桿。我號召(zhao)全(quan)體員(yuan)工向(xiang)他們學習(xi),在公司生產經(jing)營各(ge)項工作中肩負新使命、展(zhan)現新擔(dan)當、實現新作為。
下(xia)面(mian)我就公司2021年的(de)主要(yao)工(gong)作講幾點意見:
一、認清市場形勢(shi),理清工作思路
2021年是(shi)(shi)集團公(gong)司“六五發展(zhan)(zhan)(zhan)”開(kai)局之年,在這個(ge)重(zhong)要(yao)節點上(shang),我(wo)們必須(xu)緊抓企(qi)業(ye)管理、市場經(jing)(jing)營(ying)不放松,眾志成城,團結一心(xin)(xin)(xin),把任(ren)務(wu)(wu)作(zuo)為(wei)(wei)使命,大干快干拼(pin)命干,才能和(he)同行業(ye)站在一條戰(zhan)線上(shang)。一是(shi)(shi)堅(jian)定(ding)信(xin)心(xin)(xin)(xin)。我(wo)們要(yao)有信(xin)心(xin)(xin)(xin),信(xin)心(xin)(xin)(xin)的(de)重(zhong)要(yao)性不容(rong)小覷。經(jing)(jing)濟(ji)形(xing)勢越(yue)是(shi)(shi)復雜,風險挑戰(zhan)越(yue)是(shi)(shi)突出,工作(zuo)任(ren)務(wu)(wu)越(yue)是(shi)(shi)艱巨,就越(yue)要(yao)統一思想、凝聚共識,堅(jian)定(ding)信(xin)心(xin)(xin)(xin),保持定(ding)力(li)(li)。只要(yao)我(wo)們用(yong)心(xin)(xin)(xin)工作(zuo),苦練(lian)內功,提(ti)高能力(li)(li)和(he)效(xiao)率,形(xing)成合力(li)(li),定(ding)會(hui)無(wu)往而不勝。二是(shi)(shi)完成各(ge)項目標任(ren)務(wu)(wu)。2021年的(de)工作(zuo)計劃(hua)已(yi)經(jing)(jing)下達,各(ge)單位要(yao)緊扣企(qi)業(ye)發展(zhan)(zhan)(zhan)目標,任(ren)務(wu)(wu)在原有的(de)基礎上(shang)增(zeng)加(jia)(jia)15%-20%,個(ge)別(bie)單位要(yao)增(zeng)加(jia)(jia)50%-100%,鼓足干勁,力(li)(li)爭上(shang)游,不畏一切(qie)艱難困苦,只有這樣才能實現(xian)營(ying)業(ye)收入20%增(zeng)幅(fu)的(de)目標。三是(shi)(shi)堅(jian)持一切(qie)以(yi)效(xiao)益(yi)(yi)為(wei)(wei)中心(xin)(xin)(xin)。企(qi)業(ye)經(jing)(jing)營(ying)的(de)最(zui)終目的(de)就是(shi)(shi)要(yao)效(xiao)益(yi)(yi),沒有效(xiao)益(yi)(yi)一切(qie)都(dou)是(shi)(shi)空談(tan)。各(ge)單位各(ge)部(bu)門要(yao)調(diao)整思路,轉(zhuan)(zhuan)變觀念,切(qie)實提(ti)升(sheng)研判能力(li)(li),提(ti)前謀劃(hua),把思想認識轉(zhuan)(zhuan)到效(xiao)益(yi)(yi)、利潤上(shang)來,以(yi)效(xiao)益(yi)(yi)為(wei)(wei)中心(xin)(xin)(xin),以(yi)效(xiao)益(yi)(yi)為(wei)(wei)重(zhong)心(xin)(xin)(xin),采取各(ge)種措(cuo)施,不等不靠,緊緊圍繞效(xiao)益(yi)(yi)開(kai)展(zhan)(zhan)(zhan)工作(zuo)。
二、明確工(gong)作重點,加快工(gong)作進度
從各方(fang)面(mian)分(fen)析(xi)來看,2021年(nian)不會風平浪靜(jing),我(wo)們唯有把準方(fang)向,攻堅克難,才能推動(dong)公司(si)高(gao)質(zhi)量發展,實(shi)現企(qi)業華(hua)麗蝶(die)變(bian)。我(wo)強(qiang)調幾點:
(一(yi)(yi))加快重點項(xiang)(xiang)(xiang)目(mu)(mu)(mu)建設。“降(jiang)成本、補(bu)短(duan)板,創(chuang)新發展(zhan)(zhan)”是(shi)企業(ye)(ye)(ye)發展(zhan)(zhan)永恒的(de)(de)主題。今(jin)年我們(men)重點謀劃的(de)(de)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)、技(ji)術改造有9個,這些項(xiang)(xiang)(xiang)目(mu)(mu)(mu)的(de)(de)實(shi)施,對加快企業(ye)(ye)(ye)轉(zhuan)型升級步伐至(zhi)關重要,是(shi)今(jin)年工(gong)(gong)作的(de)(de)重中之重。首先,爭(zheng)取“鋅資源多金(jin)屬(shu)綜(zong)合利(li)用項(xiang)(xiang)(xiang)目(mu)(mu)(mu)”早(zao)日落地,這也是(shi)延(yan)伸循環經濟(ji)產(chan)(chan)業(ye)(ye)(ye)鏈的(de)(de)又一(yi)(yi)重大舉措,技(ji)改項(xiang)(xiang)(xiang)目(mu)(mu)(mu)領(ling)導小(xiao)組要抓(zhua)住時間節(jie)點,緊抓(zhua)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)立項(xiang)(xiang)(xiang)、規(gui)劃,確(que)保項(xiang)(xiang)(xiang)目(mu)(mu)(mu)盡早(zao)投產(chan)(chan);其次,金(jin)屬(shu)表(biao)面處(chu)理產(chan)(chan)業(ye)(ye)(ye)園(yuan)技(ji)改提(ti)升項(xiang)(xiang)(xiang)目(mu)(mu)(mu)。金(jin)屬(shu)表(biao)面處(chu)理產(chan)(chan)業(ye)(ye)(ye)園(yuan)要立足(zu)現有電鍍業(ye)(ye)(ye)務(wu),拓(tuo)展(zhan)(zhan)上下游(you)深加工(gong)(gong)業(ye)(ye)(ye)務(wu)把企業(ye)(ye)(ye)做(zuo)強,同時按照(zhao)白銀城思禮產(chan)(chan)業(ye)(ye)(ye)園(yuan)工(gong)(gong)作安排(pai),招商引(yin)資,邀(yao)請(qing)行業(ye)(ye)(ye)內一(yi)(yi)流企業(ye)(ye)(ye)進(jin)園(yuan)合作,實(shi)現強強聯合,共(gong)謀發展(zhan)(zhan)。第三(san),鉛(qian)柵(zha)低溫(wen)熔(rong)煉(lian)、冰(bing)銅爐改造、鉛(qian)膏熔(rong)煉(lian)爐技(ji)改等(deng)項(xiang)(xiang)(xiang)目(mu)(mu)(mu),科技(ji)處(chu)、生(sheng)產(chan)(chan)處(chu)等(deng)相關責任單位要深入一(yi)(yi)線,提(ti)前(qian)謀劃,在項(xiang)(xiang)(xiang)目(mu)(mu)(mu)建設上有“新辦法、新理念、新思路”,科學部署,真(zhen)抓(zhua)實(shi)干(gan),確(que)保項(xiang)(xiang)(xiang)目(mu)(mu)(mu)早(zao)投產(chan)(chan)、早(zao)見效。
(二)持續開展降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)工(gong)作(zuo)。2021年降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)、增效益(yi)(yi)仍(reng)很重(zhong)(zhong)(zhong)要(yao)(yao),各(ge)(ge)單位(wei)要(yao)(yao)認真研(yan)(yan)(yan)究、采(cai)取措施,積(ji)極(ji)行動(dong),把(ba)降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)工(gong)作(zuo)落(luo)到(dao)實(shi)(shi)處(chu)。一(yi)(yi)是(shi)大(da)(da)膽創新(xin)(xin)。降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)的(de)(de)(de)最大(da)(da)動(dong)力來源是(shi)創新(xin)(xin)。改革制度(du)、開放市(shi)場、招攬人才,引進高科技(ji),或是(shi)引進外地的(de)(de)(de)先進經驗(yan),這(zhe)些都是(shi)創新(xin)(xin)。各(ge)(ge)單位(wei)各(ge)(ge)部門要(yao)(yao)開動(dong)腦筋、積(ji)極(ji)發掘,下定(ding)(ding)決心,加大(da)(da)創新(xin)(xin),用(yong)(yong)科學(xue)的(de)(de)(de)管(guan)理手段去(qu)落(luo)實(shi)(shi)。二是(shi)技(ji)術改造。這(zhe)是(shi)降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)的(de)(de)(de)重(zhong)(zhong)(zhong)中之重(zhong)(zhong)(zhong)。科技(ji)處(chu)要(yao)(yao)深入各(ge)(ge)單位(wei),找(zhao)出工(gong)藝的(de)(de)(de)盲點、技(ji)術的(de)(de)(de)薄弱點,攻堅克難,降(jiang)(jiang)(jiang)(jiang)低勞動(dong)強度(du),減少(shao)生(sheng)產成(cheng)本(ben);六分(fen)(fen)(fen)廠(chang)要(yao)(yao)加大(da)(da)貴金屬管(guan)理,加強技(ji)術研(yan)(yan)(yan)究,把(ba)小金屬一(yi)(yi)一(yi)(yi)提出來增效益(yi)(yi)。三是(shi)抓生(sheng)產各(ge)(ge)項(xiang)消耗。物料消耗上,降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)責任(ren)落(luo)實(shi)(shi)到(dao)班組、落(luo)實(shi)(shi)到(dao)人。每(mei)個(ge)車間(jian)公(gong)布水、電、氣用(yong)(yong)量,具體(ti)分(fen)(fen)(fen)攤到(dao)每(mei)個(ge)人身上,用(yong)(yong)一(yi)(yi)切辦(ban)法和措施,把(ba)員工(gong)降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)的(de)(de)(de)積(ji)極(ji)性(xing)充(chong)分(fen)(fen)(fen)調動(dong)起來,推動(dong)降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)工(gong)作(zuo)再上新(xin)(xin)臺階。四是(shi)抓非生(sheng)產性(xing)開支(zhi)。企(qi)管(guan)、財(cai)務(wu)、審計深入生(sheng)產一(yi)(yi)線(xian),下功夫(fu)研(yan)(yan)(yan)究具體(ti)辦(ban)法,定(ding)(ding)人均效益(yi)(yi),把(ba)非生(sheng)產性(xing)開支(zhi)壓到(dao)班組;領(ling)導干部要(yao)(yao)用(yong)(yong)節約的(de)(de)(de)理念(nian)干好工(gong)作(zuo),減少(shao)非生(sheng)產性(xing)開支(zhi),嚴把(ba)請客關(guan)。五是(shi)抓各(ge)(ge)項(xiang)優惠(hui)(hui)政(zheng)策。各(ge)(ge)單位(wei)要(yao)(yao)有敏銳(rui)的(de)(de)(de)洞察力,時(shi)刻關(guan)注各(ge)(ge)項(xiang)惠(hui)(hui)企(qi)政(zheng)策,落(luo)實(shi)(shi)到(dao)萬洋。2021年要(yao)(yao)爭取資金5000萬,財(cai)務(wu)處(chu)抓稅收優惠(hui)(hui)政(zheng)策,企(qi)管(guan)辦(ban)利(li)用(yong)(yong)政(zheng)策報(bao)項(xiang)目,各(ge)(ge)單位(wei)把(ba)政(zheng)策研(yan)(yan)(yan)究透、分(fen)(fen)(fen)析準、利(li)用(yong)(yong)好,為公(gong)司贏得各(ge)(ge)項(xiang)資金支(zhi)持。同志(zhi)們,在降(jiang)(jiang)(jiang)(jiang)成(cheng)本(ben)上今年要(yao)(yao)制定(ding)(ding)獎罰制度(du)。團結是(shi)第一(yi)(yi)生(sheng)產力,全體(ti)員工(gong)團結起來節能降(jiang)(jiang)(jiang)(jiang)耗,定(ding)(ding)會有大(da)(da)的(de)(de)(de)跨越。
(三)繼(ji)續強(qiang)化安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)工(gong)作。安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)達(da)標(biao)不(bu)(bu)(bu)僅關系到(dao)企(qi)業正常生(sheng)產(chan)(chan)和職工(gong)的(de)(de)(de)(de)人身(shen)安(an)(an)(an)全(quan)(quan)(quan),還關系到(dao)企(qi)業的(de)(de)(de)(de)生(sheng)存和社會(hui)的(de)(de)(de)(de)穩定。集團公(gong)司(si)(si)負(fu)責(ze)(ze)(ze)安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)的(de)(de)(de)(de)同志,切(qie)不(bu)(bu)(bu)可麻痹大(da)意,要(yao)鐵腕治“安(an)(an)(an)”,嚴守安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)紅線。一(yi)是加(jia)強(qiang)安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)培訓。各(ge)單位(wei)要(yao)開好安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)會(hui),不(bu)(bu)(bu)定時出測試(shi)題(ti),加(jia)強(qiang)培訓,把責(ze)(ze)(ze)任落實到(dao)每個(ge)(ge)人身(shen)上,迫使大(da)家提高思(si)想(xiang)認識,從“要(yao)我安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)”轉變為“我要(yao)安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)”,一(yi)切(qie)以“安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)達(da)標(biao)”為前提,絕(jue)不(bu)(bu)(bu)能盲目亂干(gan);二是要(yao)加(jia)大(da)獎(jiang)(jiang)勵力度(du)。企(qi)管辦要(yao)重(zhong)新審視《安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)、設備、生(sheng)產(chan)(chan)及現場(chang)管理專項基金(jin)管理辦法(fa)》,查(cha)漏補缺,把公(gong)司(si)(si)的(de)(de)(de)(de)專項資金(jin)確(que)確(que)實實獎(jiang)(jiang)勵給安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)工(gong)作突出的(de)(de)(de)(de)單位(wei)和個(ge)(ge)人,不(bu)(bu)(bu)走過(guo)場(chang),起到(dao)獎(jiang)(jiang)勵先進,鞭策(ce)后(hou)進的(de)(de)(de)(de)作用(yong);三是一(yi)票否決(jue)(jue)制。安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)的(de)(de)(de)(de)一(yi)系列(lie)問題(ti)都是干(gan)部的(de)(de)(de)(de)責(ze)(ze)(ze)任心(xin)問題(ti)。今年繼(ji)續實施安(an)(an)(an)全(quan)(quan)(quan)、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)(bao)一(yi)票否決(jue)(jue)制,不(bu)(bu)(bu)管哪個(ge)(ge)單位(wei),一(yi)旦出現問題(ti),嚴肅處理,絕(jue)不(bu)(bu)(bu)姑息。
三、強化集團管控,提升效益水(shui)平
2020年我們(men)初步探索(suo)實施集團管控,各單位兢兢業業,取得了一(yi)定的成績(ji),但做的還(huan)不到位,集團管控整體的效(xiao)力(li)還(huan)沒(mei)有(you)充分(fen)發(fa)揮出來。今年,我們(men)要(yao)深入開展(zhan)集團管控工作,提升公司整體效(xiao)益水平。
(一)經理(li)負責(ze)制。開(kai)展集團(tuan)化管(guan)(guan)理(li),首先要明確(que)經理(li)負責(ze)制的重要性。經理(li)負責(ze)制,一把手(shou)是關(guan)鍵。企(qi)管(guan)(guan)辦要深入各單位認真(zhen)梳理(li)各項規章制度,協(xie)助子公(gong)司組建高效的經管(guan)(guan)團(tuan)隊,確(que)保各項政(zheng)策(ce)貫徹執行(xing)。各子公(gong)司要自覺(jue)接(jie)受集團(tuan)公(gong)司統一管(guan)(guan)理(li),落實(shi)行(xing)政(zheng)主管(guan)(guan)管(guan)(guan)理(li)機制,確(que)保集團(tuan)公(gong)司各項制度、方針、政(zheng)策(ce)及時落地、有(you)效實(shi)施。

(五)強化審(shen)(shen)計(ji)。為強化審(shen)(shen)計(ji)職能,加大審(shen)(shen)計(ji)力度(du),今年專(zhuan)門成立審(shen)(shen)計(ji)中心。獨立核算單(dan)位(wei)、子公(gong)(gong)司(si)、個人都要接受集團(tuan)公(gong)(gong)司(si)的統(tong)一審(shen)(shen)計(ji),把生(sheng)產經營的真(zhen)實情況呈(cheng)現出來(lai)。審(shen)(shen)計(ji)、子公(gong)(gong)司(si)、財務(wu)要協同合(he)(he)作,認真(zhen)落(luo)實《集團(tuan)公(gong)(gong)司(si)審(shen)(shen)計(ji)制度(du)》,就(jiu)內控(kong)管理(li)、重大投資、大額合(he)(he)同等(deng)方(fang)面開展專(zhuan)項(xiang)審(shen)(shen)計(ji),有問題及(ji)時反映出來(lai),集團(tuan)公(gong)(gong)司(si)嚴(yan)格跟蹤落(luo)實。任(ren)何單(dan)位(wei)和個人都要“以德(de)為先”,扎(zha)扎(zha)實實,兢(jing)兢(jing)業(ye)業(ye),唯有把工作做好才是王道。
